♻️ refactor(reinfo): 调整 diff 解析函数定义位置

- 将 parse_diff_blocks、parse_pipe_diff_table、parse_diff_side_by_side 移至 dedup_runtimeinfo 之后
- 与相邻辅助函数保持一致的位置，便于阅读和维护
- 精简部分冗余注释
